Proportionate utility billing
Per Bylaw 2025-09, the MD's consumption-based formula for water & wastewater utility rates uses a proportionate billing method and is designed to align municipal utility services with cost recovery.

Water Utility Rates
Under the MD’s water utility fee structure (Schedule A Bylaw 2025-09), ratepayers pay a monthly service fee of $22.40, plus $3.88 per cubic metre up to 45 cubic metres of consumption, with additional usage billed at $7.75 per cubic metre.
To put this into context: if your household or business used six cubic metres of water in a given month, you would pay solely for this usage, which equates to just $45.68.
The MD founded the billing rate of $3.50 per cubic metre on its historic utility calculation: $62.41 (the flat monthly rate) divided by 18 (average ratepayer consumption in cubic metres) equals $3.46. The figure was rounded up to $3.50.
The important takeaway is that water bills accurately reflect each ratepayer’s consumption.
Bulk Water Rates
Per Schedule A Bylaw 2025-09, registered bulk water users are charged $3.88 per cubic metre for the first 45 cubic metres of potable water, while any consumption exceeding that threshold is billed at $7.75 per cubic metre. Raw water is provided at a lower cost of $2.00 per cubic metre for general use and $6.00 per cubic metre for industrial purposes.
Administrative requirements include a refundable $100.00 deposit for the bulk water account and a $22.40 monthly fee.
