The following are highlights from the Regular Council Meeting held in Council Chambers on December 3, 2025. This summary provides a snapshot of the key decisions and discussions of this meeting.

Community Delegations

Nine Mile Point Community Association (NMPCA)

Ken McKen, President of the NMPCA, presented an update on the proposed dredging of the Nine Mile Point canal.

  • Permits Secured: The Association has obtained necessary provincial approvals and Water Act authorizations for dredging and drainage activities.
  • Funding Request: The project is estimated at $205,000. With $35,000 already committed through membership and contractor donations, the NMPCA requested $170,000 in municipal support.
  • Council Decision: Council accepted the presentation as information. While no immediate funding was committed, Administration was directed to assist the Association by identifying potential provincial grants or external resource opportunities.

Rising Above Ministries Slave Lake

Chris Noftall introduced Council to Rising Above, a faith-based residential program focused on healing and personal development.

  • The Program: They utilize the H.E.L.P model (Housing, Employment, Life Skills, Personal Development, Spiritual Formation) to support individuals during a six-month recovery journey.
  • Support: Council will provide a formal letter of support to help the organization secure the resources necessary to continue its work in the region.

Infrastructure & Operations

Gravel Crushing Tender Awarded

To ensure a stable supply for municipal roads, Council awarded the gravel crushing contract to Marnevic Construction Ltd. for $1,468,900.

  • Scope: This project will replenish stocks at the Mitsue, Flatbush, and Moose Portage pits, providing a three-year inventory of crushed gravel.
  • Budget Note: As the bid exceeded the interim budget, Council approved an additional $228,900 to be funded from the Transportation Capital Reserve.

2025 Grant Applications

Council authorized applications for two significant safety and infrastructure grants:

  • Smith Bridge: A request for $84,000,000 under the Strategic Transportation grant.
  • Marten Beach FireSmart: A request for $174,525 via the FRIAA FireSmart Program to support the Marten Beach North fuel reduction project.

Advocacy & Governance

Concerns Over Electoral Boundary Changes

Council has formally expressed its opposition to the October 2025 Draft of the Proposed Electoral Divisions Areas, Boundaries and Names for Alberta.

Key Concern: The MD is concerned about the recommendation to eliminate a northern electoral division, which could impact representation for northern residents.

Water North Coalition (WNC)

Council provided its full support for Reeve Kerik to accept a nomination to chair the Water North Coalition. Since 2014, the WNC has been a vital collaborative voice for northern water sourcing, advocacy, and technician training.

Nuclear Development Opportunities

Council discussed ongoing engagement sessions and upcoming open houses regarding nuclear energy opportunities in Alberta. Council noted the Province’s positive stance on nuclear power projects as a potential avenue for future regional economic and energy growth.
