The Municipal District of Lesser Slave River will be conducting a Municipal Census between May 1st and June 30th , 2019. Your assistance in completing the census is greatly appreciated and we sincerely thank you in advance.
This will be the second time the Municipal District has conducted a census. As such, it is important that you are fully informed of the following:
- authority to conduct the census
- authority to collect personal information
- protection of privacy
- reasons to conduct the census
- census methodology (paper vs. electronic vs. online vs. telephone)
- Schedule of the census
- census questions
- Municipal contact information
This article will address the above points so that you can be assured of the protection of your privacy, informed of the rationale of the census and be comfortable in answering the census questions.
Authority to Conduct a Census
The authority or legislation to conduct a census comes from the Municipal Government Act and the Determination of Population Regulation. Further to that, census requirements and guidelines that must be followed are contained in the October 2018 Municipal Census Manual.
Authority to Collect Personal Information
The collection of personal information is authorized under the Freedom of Information and Protection of Privacy (FOIP) Act. This Act not only provides the authority to collect personal information (freedom of information), it also provides the authority for the protection of your privacy.
Protection of Privacy
The protection of your privacy is authorized/guaranteed under the Freedom of Information and Protection of Privacy (FOIP) Act.
Reasons to Conduct a Census
The collection of municipal census data reflects growth within the Municipal District and assists Council in strategically planning for its residents’ needs. A census can also provide guidance to Council with regards to the following:
- Provide municipal population counts for years other than those during which the federal census takes place (a municipal census may be conducted any year)
- Infrastructure design, location, improvement and maintenance requirements
- Family, seniors, community and recreational programming and support services
- Intermunicipal agreements
- Planning, development and growth
Each and every municipal resident represents a set dollar value in provincial and federal grant funding for the municipality. Having up-to-date population numbers will help the Municipal District to capitalize on these grant dollars.
Traditional census taking has always been paper based. With the development of the internet and wireless mobile devices, it is possible to use alternative methods to complete a census. The Municipal District will be using wireless devices for the door-to-door completion of the census forms by Census Enumerators and we will also be using the internet for online for completion of the census forms. For 2019, Census Enumerators may also conduct the census over the phone.
For the online method, a personal identification number (PIN) has been issued to you. Proceed to www.mdlsr.ca for a link to the online census form website. From there, enter your PIN and follow the questions and prompts in the census form. It’s that simple.
If your residence is being rented/leased out, please forward this letter and PIN to your tenants for them to fill in the online census.
Every residence that completes the census online on or before to May 15th will be entered into a draw for a Fitbit Versa Smartwatch.
For the folks that do not have internet access or are not comfortable filling in the census form online, a Census Enumerator will visit you or call you within the time frame of May 16 th to June 30th.
Schedule of Census
The census schedule is as follows:
- May 1 st will be the start of the census and the roll out date for the online completion of the census form
- May 16 th will be the roll out date of the door-to-door census completion by Census Enumerators
- Census Enumerators can be expected to call upon you between 9:00 a.m. and 9:00 p.m.
- June 30 th is the end date of the census
For this census, there will be a series of two questions on the census form to determine the following:
- The total number of usual (permanent) residents in the household
- The total number of seasonal residents in the household
In addition to the census, the Census Enumerator will be asking you to provide an emergency contact number (preferably a mobile phone number and/or e-mail address) for our electronic mass-notification system so that you can be easily and quickly be notified via phone call, text or e- mail in the case of an emergency. This is completely voluntary.
